
Cenagen is in the early planning and community consultation stage for a proposed Advanced Methanol Production and Greenhouse Facility (the Proposal).
The Proposal will be located at the former Kandos Cement Works, located one hour drive north-east of Bathurst. In one of the largest industrial-renewal projects in NSW’s history, the former cement works which manufactured cement for the country for more than a century will host an advanced and high technology plant for the manufacturing of green methanol, including facilities for intensive food production and flower crops.
Green methanol is a form of sustainable transport fuel that can be used as an alternative to fossil-based fuels to reduce the greenhouse gas emissions (GHG) of transportation fuels. Green methanol is in high demand by the world’s shipping industry, which is heavily reliant on diesel.
Carbon dioxide – a byproduct from the methanol production process – will be beneficially used in a large-scale enclosed greenhouse complex on the site to assist in the commercial production of fresh produce and cut flowers.
The Proposal will be supported by new offices, warehouses and logistics facilities to support operations on the site.
Operations will use a patented process and advanced gasification technology to process engineered feedstock manufactured from residual waste from households and businesses. The feedstock will be mostly received via rail in shipping containers and will be unloaded in a fully enclosed receival building, with no operations outside. The facility will also have a capability to receive and process residual waste from rural councils for treatment at the site. There will be no emissions stack or odour, and the facility is expected to have minimal impact on the local environment and the community. A planning and environmental assessment of the Proposal is being prepared and will be available for stakeholder review in the future.
The high-tech development will see Cenagen, in an Australian first, deliver a unique net zero GHG emissions green methanol production and intensive horticultural operation. The Proposal will assist to deliver key outcomes for NSW Government, industry and the community under the NSW Climate Change Adaptation Action Plan 2025-2029 and the NSW Sustainable Materials Strategy 2041. It will inject up to one billion dollars in investment into the NSW economy (in construction costs alone) and create 300 to 350 permanent full-time jobs.

Following our community consultation sessions in December 2025 and February 2026, we are now in the next phase of the planning process. These initial consultation sessions provided a vital opportunity for us to hear directly from the community and identify key issues.
The comprehensive consultation process is being led by JEP Environment & Planning. The feedback gathered is currently being integrated into the planning application to ensure the Proposal is as informed and robust as possible.
